Job Title: Independent Maintenance Operations Assurance Cost Engineer

Location: Lagos (Refinery / Petrochemical Complex, Nigeria)
Employment Type: Full-time (On-site)

About the Role

  • We are seeking a highly experienced Independent Cost Engineer to provide owner side assurance for maintenance, operations and turnaround expenditure at a large petroleum refinery and petrochemical complex.
  • The role is fully independent of contractors and operations teams, reporting directly to the owner’s leadership, and is focused on validating estimates, budgets, contractor claims; perform cost to complete forecasting; support dispute/variation management; and provide clear, evidence-based reporting to senior leadership.

Key Responsibilities

  • Provide independent cost assurance for maintenance, shutdowns/turnarounds, and operational support.
  • Validate budgets, estimates, forecasts, and contractor claims against contracts, unit rates, and best practices.
  • Review turnaround budgets and support negotiations on variations and commercial disputes.
  • Perform risk and contingency analysis (including Monte Carlo simulation) and support lifecycle cost studies.
  • Reconcile cost data between CMMS (SAP PM), ERP (SAP FI/CO) and schedules (Primavera)
  • Produce executive dashboards, audit reports and recommendations.

What We’re Looking For

  • Degree in Engineering, Quantity Surveying, or related discipline.
  • 12 years’ experience in cost engineering/estimating on refineries or complex petrochemical plants; 5+ years in owner’s assurance or claims roles preferred.
  • Hands-on experience with turnaround costing, rotating/static equipment maintenance and contractor contracts.
  • Proficiency with SAP (PM s FI/CO), Primavera/MS Project, and BI tools.
  • Professional certifications (AACE CCP/CEP, ICEC, Chartered Engineer, PMP) are highly desirable.
  • Integrity, independence, and ability to communicate evidence-based findings to senior stakeholders.
